Noteworthy changes in the December 2023 update:
General re-organization and added details to include rules already in use
Section 4 - payouts increased to match increased league buy-in
Section 8.4.b - increased window to remove active players from 60-day IR slots to 72 hours, changed penalty for non-compliance
Section 10 - new draft penalty for Illegal Rosters
Section 12.2.i.2 - new deadline for free minors drops
Section 14 - updated offseason draft eligibility rules to match the rules that have been in use, particularly regarding IFAs
Section 19 - added rules for New Owner Redistribution Drafts
