Starting in the offseason concluding the 2026 season Mendoza will be implementing a draft lottery system to reward picks 1-18. Order will be based on Most Points For among all non playoff teams. Picks 19-30 will be decided through reverse order of playoff results. The breakdown of percentages will be as follows:

1-10: 9.0 %
11: 2.5 %
12: 2.0 %
13: 1.5 %
14: 1.2 %
15: 1.0 %
16: 0.8 %
17: 0.6
18: 0.4 %

Teams who win the 1.1 pick in the lottery will become ineligible for the lottery for next 5 seasons under the same owner.

This rule for ineligibility can be overcome with a playoff appearance. Meaning in the following season after a playoff appearance, that team could be eligible for the lottery again if they fail to reach the playoffs. In addition, the rule is overcome if an ownership change occurs.

Additional Rule Adjustments included in 1.0.25:
Amendment 1: Amending Mendoza Constitution to change required votes for an official vote from 30 to 23. There will be a 48 hour clock that starts after a commissioner notices the 23 votes have been met, and a final effort will be made to acquire votes before it becomes official. For a rule to pass there must be a 75 percent support rate based on present votes (At least 23). This would be 18 “yea” votes for 23 total votes. Or 23 “yea” votes for a full 30 total votes.

Amendment 2: Amending Section 8 Subsection 5 to add to Sub-Subsection A that in addition to one point penalty that offending member will also be made ineligible for draft lottery that season.

Amendment 3: Amends Section 3 Subsection B to clarify that if there are two pitchers who are pitching on the same day and the combination of both starts will exceed the starting limit, the start with most points will NOT be included.
